The Town Board of the Town of Schaghticoke met in regular session on January 14, 2026 at the Town Hall, 290 Northline Drive, Melrose, at 6:30 p.m.

Present: Supervisor Salisbury; Councilmen Akin, Fogarty, and Ward. Absent: Councilman Rustin.

Approval of prior minutes

Reports from department heads

No department heads were present.

Financial

Bills from the Town Clerk — $475,021.84. To approve the bills from the Town Clerk’s Scheduled Payment Report dated January 14, 2026. Resolution: Fogarty · Second: Ward · Ayes: All · Nays: None.

Presentation

Frank Dingman, President of the Rensselaer County Conservation Alliance (RCCA), presented the programs the RCCA offers, including outdoor, fishing, and conservation programs for youth. More information is at rccany.com.

Town Clerk transition

Resignation. To accept the resignation of Town Clerk Jennifer Molesky, effective January 31, 2026. Resolution: Fogarty · Second: Akin · Ayes: All · Nays: None.

Appointment. To appoint Emily Calhoun as Town Clerk, effective February 1, 2026. Resolution: Ward · Second: Fogarty · Ayes: All · Nays: None.

Deputy. To appoint Mary Ann Carangelo as Deputy Town Clerk, effective February 1, 2026, at a salary of $35,000. Resolution: Akin · Second: Ward · Ayes: All · Nays: None.

Water rates & other resolutions

Water rate increase. To increase water billing rates for Water Districts #1, 3 and 3E from $4.95 to $5.35 per 100 cubic feet, due to an increase from the City of Troy. Resolution: Ward · Second: Akin · Ayes: All · Nays: None. (Speigletown is in Consolidated Water District #1.)

Hudson Avenue. To accept a tract of land from an owner to adjust Hudson Avenue. Resolution: Fogarty · Second: Ward · Ayes: All · Nays: None.

Zoning Board of Appeals

Resignation. To accept the resignation of Kristin Griswold from the ZBA, effective 12/31/2025. Resolution: Fogarty · Second: Ward · Ayes: All · Nays: None.

Appointment. To appoint Nicholas Bayly to the ZBA, term ending 12/31/2028. Resolution: Fogarty · Second: Ward · Ayes: All · Nays: None.

Public comment

  • A resident asked for an update on repairs to Barton Road. Supervisor Salisbury said the town is working on getting the road repaired.
  • Residents who live in the Melrose Fire District came to discuss the increase in their taxes for the plan to build a new firehouse. They felt there had not been enough public posting of what was going on or of when the vote would be.
  • A resident asked whether the positions had been posted.

Recognition

The Supervisor presented a proclamation recognizing Jennifer H. Molesky for her 25 years of service to the Town of Schaghticoke.

Adjournment
